Q&D's significant presence in the aviation sector began in 2004, cultivating a robust relationship with the Reno-Tahoe International Airport (RTIA). This collaboration deepened following the events of 9/11, when Q&D was selected as Construction Manager at Risk (CMAR) for the complex In-Line Explosive Detection and Screening Project. The Role: Aviation Project Manager
As an Aviation Project Manager at Q&D, you will be a pivotal leader, reporting directly to our Operations Manager or Project Director. This role is defined by the discipline of "initiating, planning, executing, and controlling the work of a team toward the achievement of specific goals." Your primary objective will be to ensure projects are delivered on time, within budget, and within scope, all while upholding Q&D's corporate values, vision, and strategic commitments.
You will be responsible for the comprehensive oversight of project phases, from inception to completion, establishing clear deadlines, assigning responsibilities, and meticulously monitoring progress. This position requires a sophisticated blend of skills, including the ability to ask incisive questions, discern unstated assumptions, adeptly resolve conflicts, and demonstrate superior general management capabilities. A successful Project Manager at Q&D is also proactive, consistently developing and implementing contingency plans for all potential scenarios.
Strategic Risk Management
A cornerstone of this role is the continuous and systematic assessment of risk. You will be expected to formally and informally measure project risks throughout their lifecycle, understanding that uncertainty directly impacts successful outcomes. We advocate for a policy of open communication as a primary risk mitigation strategy, ensuring all project team members are empowered to express opinions and concerns, and that stakeholders are appropriately advised and consulted. Every decision you make, regardless of scale, must directly benefit the project, meticulously controlling risk and minimizing uncertainty.

Key Responsibilities
As an Aviation Project Manager, your duties will encompass the successful planning, execution, and closeout of complex aviation projects. This involves applying advanced knowledge, skills, tools, and techniques across various project processes:
Project Planning:
- Needs Assessment: Determine owner needs and expectations; prioritize demands.
- Design Collaboration: Work closely with the design team to develop comprehensive project plans.
- Goal Definition: Establish clear project goals, scope, and deliverables.
- Financial & Schedule Management: Define project tasks, determine budget, create Schedule of Values, and develop detailed schedules.
- Resource Allocation: Ensure optimal resource availability and allocation.
- Stakeholder Engagement: Identify all stakeholders, define their needs and expectations, and develop effective communication strategies.
- Quality Control: Define quality expectations and targets; develop comprehensive quality plans.
- Risk Mitigation: Map risks, identify contingency actions, and develop robust risk management and contingency plans for all critical work.
- Procurement Strategy: Identify external supply requirements and develop procurement plans.
- Client Management: Implement production, productivity, quality, and customer-service standards. Coordinate internal resources, subcontractors, and vendors, establishing and maintaining strong relationships to manage owner expectations effectively.
Project Execution:
- Project Oversight: Monitor and control project deliverables, manage schedules and budgets, and actively identify and mitigate risks.
- Quality Assurance: Ensure and control project quality.
- Change Management: Suggest and implement modifications to benefit the project; manage changes to project scope, schedule, and costs.
- Performance Reporting: Track and monitor procurement; prepare and present comprehensive project status reports.
- Team Leadership: Support and direct the project team, ensuring projects are delivered on-time, within scope, and within budget.
- Documentation & Delegation: Create and maintain comprehensive project documentation; delegate tasks based on team members' strengths and skill sets.
- Conflict Resolution: Report and escalate conflicts per dispute resolution matrix.
- Leadership Development: Utilize and continually enhance leadership skills; manage project resource allocation and track deliverables.
- Problem-Solving: Provide direction and support to the project team, constantly monitoring and reporting progress to all stakeholders. Remove impediments for project superintendents, resolve problems, determine system improvements, and implement change.
- Staff Development: Develop, manage, motivate, and inspire staff.
- Decision Making: Demonstrate a sense of urgency, strong time management, and the ability to make timely decisions, communicate effectively, delegate, negotiate, and manage conflict.
Project Closeout:
- Final Verification: Ensure projects are completed on budget and on time, meeting all contract completion criteria.
- Documentation Handover: Assure "as-builts" are complete; obtain stakeholder approval for final deliverables.
- Client Transition: Facilitate owner training; present the final project report and handover all necessary project documentation.
- Financial & Legal Closure: Conduct project punch lists; provide stop notices to all insurance and bonds; assure all power and utility turnovers to the owner.
- Formal Acceptance: Obtain final letter of acceptance.
- Performance Evaluation: Evaluate performance against defined project goals.
- Value Enhancement: Enhance group and organizational reputation by accepting ownership for accomplishing new and different requests and exploring opportunities to add value to job accomplishments.
